How do I convert photo to passport size?

I have a photo of my son which I need to make into a passport sized one - no cropping is needed. I have tried to make it smaller in Nero Photosnap Viewer which allows you to edit photos but when I print it out the quality is really bad (even though have chosen photo quality on printer).

Presumably there is some kind of free program out there which will enable me to shrink photos without losing quality? Can anyone help with advice on a good program and a safe place to download from please?

    If its for a passport why not just get the pictures done by a pro, sorry cant help anymore

    I use epassportphoto every time I need a photo for passports/driving licenses etc

    free and very easy to use

    I used them, choose the free option then take it to a shop and get it printed. I think it cost me 70p for about 12 photos. The free option places an ad on one of the spaces.

    Thanks for replies concerning epassportphoto. Tried them, but unfortunately it crops the top and bottom off the picture I have rather than reducing the size of the whole picture. It is not for a passport so does not have to fit the exact criteria those photos do, but must be the same size as a passport photo and clearly show the person (which doesn't happen when I reduce the size on the Nero program I have).

    Any other suggestions would be welcome.

    The manager of the local photo shop told me that a passport photo must have the correct light grey background, be non-smiling(!) & not home printed. You may know all this already, but just be aware that you could be going to lots of trouble to produce a pic that won't be accepted!

    What is the size of your picture in pixels? If it is not the correct aspect ratio (height/width) it will need cropping before re-sizing to passport size. Any free photo package will easily do this e.g. irfanview here

    As suggested before, read the instructions that are part of the application documentation about how the photograph must look.

    Your passport photo will be rejected if it doesn't satisfy all of the conditions.
