Can the OP post some images -
one from inside the room of the external wall in general
one of the balcony area
one from external showing the balcony, corner of the block and upper property
one of the damp from about 1m away (not a close up)
Its important to distinguish between penetrating dampness (typically brown staining) and condensation dampness (typically black mould). But there may be a combination
Post some pictures, or links to images on a hosting site (imageshack or Photobucket) and I'll have a look
If the problem is structural, penetrating dampness, then the landlord/service agent/block owner may have a duty to rectify the problem0
