I doubt any new legislation is required.
... but perhaps a clarification of existing legislation, similar to the way the legality of that other charge people use to say was illegal, unlawful and /or uneforcible was recently clarified

I doubt that this parking appeals panel would be useful at all (if not useless).
You only need to look at the work of the FSA in the finance industry or OFGEN in the energy industry or OTWAT in the water industry. They are supposed to be powerful bodies protecting the interest of the public but they have been lettting many cowboys company doing whatever they want to the point that the price of energy & water are uncontrollable and that the country got sucked into poor lending and greed practices. Every year, these independent/regulator panels consume millions of tax payers money for nothing. The directors of these panels/bodies get paid hundreds of thousands of pounds for not turning up to work. Nope we do not want another one of these panels.
What they could start doing is setting up guidelines: For example, if somebody uses a disabled parking space for 10 mins without displaying a blue badge on your land, the land owner must be an idiot and a scammer to claim over £200.0 -
