Unless you really need broadband, you could always use pay as you go dialup.
To reduce the amount of time you spend online, you might want to try a dial-up accelerator service such as www.onspeed.com - this gives you close-to-broadband speeds via your normal dial-up service by using clever real-time compression/decompression techniques to cram up to 500k's worth of data down your 56k dial-up connection. It costs £24.99 a year (£2.08 per month), so you'll have to do your maths and figure out if having an "up to 10x faster" dial-up connection will save you more than £2's worth of calls a month; it stands to reason because all the websites you visit will download in a fraction of the time.
