Why are you surprised you can't do anything about it on New Years eve? Seriously it is accepted that people have loud parties at New Years, no noise abatement team is going to take a complaint last night seriously. It is not the day to make a complaint - wait until next time.
For example
It is an offence to let fireworks off during night hours (11pm to 7am), except on Bonfire Night (midnight), Diwali, New Year, and Chinese New Year (1am)
That legislation is an indicator of how New Year is viewed. It is an exceptional night.
Do you own your flat? If so what about some noise insulation in the ceiling - some will say why should I ? They should be quiet, but you are the one suffering. Alternatively if it is a rule of the estate what about taking it up with the EMO.0 -
I don't know if this is any use but if you have or can borrow and iphone, there is an iphone app that measure decibels. I remember a friend of mine had it - it might be worth just measuring how loud it actually is and presenting that to the council?
I do sympathise though - when I was a student doing my final exams the students in the next flat had already finished and partied every night. In the end I went and stayed at a friend's house until I'd finished. It can be so bad that it makes you cry when someone is noisy and you are trying to sleep, especially when you know you have to get up for work. Maybe it's worth begging the landlord not to renew the tennancy when it's up?

When I had a flat, the next door neighbours had a party inside and out, with decks, loudspeakers the lot. It sounded like they were in my bedroom.
I was so pd off that I went around at 5 in the morning (in my pj's :eek:). They seemed to think it was funny. :rolleyes:
So, I went to stay at my mums for a few days, and left a really annoying tune turned up to full volume in my cd player, with the speakers turned towards the wall. I never had any probs after that. I guess they never saw the funny side.:rotfl:The cheeky blighters said I was invited next time!
Aside from that. I have had no problems with neighbours, but I think it is best to nip in the bud asap.0 -
OP i am aware of the kind of trash of which you speak. But truthfully, local authorities are notoriously rubbish at dealing with this sort of thing. It could take years via that route. All you can do is make their life hard for them too. I will not elaborate further. The other thing is that sufferers of such abuse develop hypersensitivity to it which makes it all the more tortuous and damaging.Feudal Britain needs land reform. 70% of the land is "owned" by 1 % of the population and at least 50% is unregistered (inherited by landed gentry). Thats why your slave box costs so much..0

Thanks for all your advice,i'm surprised a few people said you can't do owt tonight,why?,it says on the rules of the housing estate no noise after 11pm,it does not exclude new years or christmas.I f you can imagine a football being bounced on your ceiling for hours,noisy sex with f####ng and blinding,doors being constantly slammed,running from one end of the flat to the other for hours,(there son),shouting and screaming on the phone,we can hear every word,Them arguing and him throwing her out of the flat into the communal hallway at 5am and her kicking the door,screaming and shouting to get back in.That's just a weeks worth of noise.The owner has been very sympathetic and warned them,but they don't take any notice.Hopefully they won't renew there tenancy.
I personally let it go last night because 1) it was new years eve and I expected noise 2) they were probably very drunk and the thought of approaching a group of people to ask them to turn the music down didn't really appeal (I live on my own).
I stayed up last night until I heard the noise at the back quieten down and then went to bed (this was about 2:30am). As I was just nodding off, some other neighbours (not sure if upstairs or next door) started playing their music, singing and generally being noisy. It must have stopped at some point as I last remember looking at my clock at about 3:30am...and then awoke to the usual whining kids at the back this morning. If I was in your situation (well, your wife) and had to be up early, I really wouldn't have been impressed!
Like I said before, I do know how you feel, I get the loud music above me, sometimes hear people arguing and screaming at each other (may be the same people, but is hard to figure out where it comes from at times) etc etc. but sometimes you just have to pick your battles. I have spoken to my landlady about it a few times, so she is aware. I consider myself to be quite considerate and never make any intentional noise (other than necessary) and it does wind me up when other people just do what they want.
I am tempted by the comment by Sublime though and was thinking this morning of making up a CD of something irritating to leave playing when I pop out. Childish, but these people are clearly ignorant and don't give a stuff about anyone but themselves. Actually, thinking about it, we used to live next door to a very noisy family many years ago and in the end my dad left his organ playing against the wall and we went out for the day. OP it took us 4 years for our LA to believe us!!!! Our neighbour had been putting in a complaint against us every time we did it to them, so it was tit for tat as far as the council were concerned. In the end, he got violent, council took him to court for an injunction, he was banned from being allowed to play music or approach us, he wasn't banned from his home as he was primary carer for his mother!!! In the end (10 months after injunction was granted) we eventually moved away. Moral.... don't rely on the council to do anything, and even when they do, it won't be enough. Move away now before it escalates.Starting weight 17st 4lb - weight now 15st 2lbs

I think its time there were separate communities for childless individuals or childless couples so that we can at least cut down on nuisance a little.
