There's certainly no obligation on them to provide a good analogue signal for the 5 main channels - they'll be switching the analogue signal off by 2012, so don't bother trying to get that.
Imagine starting with no equipment. If you know that terrestrial TV (as in analoge and Freeview, through an aerial) is no good in your area (and it does happen, stuff gets in the way!), then you wouldn't bother putting an aerial up would you?
You're left with cable (Virgin) or satellite (Sky or FreeSat). You don't have to subscribe to anyone, that's what Freesat is for - people who can't get Freeview, but don't want to subscribe.
Everyone else has to buy their own equipment, why should you not have to?
And no, you don't have to pay your TV licence if you don't want to watch the TV BTW...

    Your question was incredibly stupid.

Sorry, please forgive me. I thought this forum was for money saving (i.e. for people who don't want to waste money on un-neccessary services they won't use), not smug people who want to bask in their own misplaced sense of superiority. Obviously I was wrong.

Provided that the dish can be placed where it has line-of-sight of the satellite cluster (and it's rare that it can't), it's possible to receive BBC etc. via satellite very cheaply. Buy a used Sky Digibox through the local freebie paper or via eBay. From around £10.

Buy or otherwise acquire a suitable dish, which will cost anything from zero to £50.

Buy new double-screened WF100 cable and connectors (don't be tempted to use old or inferior cable).

Install that lot and watch your desired channels for free.

My Mother lives in an area that is a so called freeview blackspot,so i opted to have Freesat installed at her house, she loves it she now has 126 channels most of which are rubbish and she will never watch and the price was £150.00 installed and all set up for her ready to watch.

Or you could go to Argos where they have all the kit including the dish for £70.00 installed, but you do have to get your own set top box.
