Technically the local Trading Standards branch should investigate websites which breach the Unfair Business Practices, as it's a fairly new law they do not always invoke it and a lot of the public are not aware of it so do not report breaches.

However ppc's are not trading as such, the web sites are there to advertise themselves, the general public do not buy anything from them on the strength of the site (paying for something alledgedly contracted to elsewhere may well be different.). This makes it a grey area and therefore TS won't put any effort in to sorting it out.I'd rather be an Optimist and be proved wrong than a Pessimist and be proved right.0 -
Although he is not a member of the BPA, he boasts that he fully complies with their code of practice. Not so. Here is one example:-

Q: Aren't PCN officers supposed to give 'a few minutes grace' before issuing a ticket?
A: No you are not permitted to stop for 'a few minutes' other than to set down or pick up passengers or load and unload goods (in the absence of any loading restrictions). A warden or parking attendant may observe a vehicle for a few minutes to see if any such activity is going on before issuing a parking ticket, but they are within their rights to issue the ticket as soon as an illegally parked vehicle is seen.
From the BPA:-
vehicles that have paid for parking and visibly display
a payment ticket but have overstayed the ‘paid-for’
time displayed on the ticket by less than 5 minutes −
unless they are committing some other breach of the
regulations. You may only issue parking tickets after the
5-minute ‘grace’ period has run out.
He still doesn't get the distinction between debt collectors and Bailiffs:-

So it could be argued that as well as breaching the BPA's guidelines for members he is giving the impression he is a member of the BPA.
1. Faking credentials
Claiming to be a signatory to a code of conduct when
the trader is not.
2. You’re not who you say you are
Displaying a trust mark, quality mark or equivalent without
having obtained the necessary authorisation.
3. Your endorsement is not real
Claiming that a code of conduct has an endorsement from
a public or other body which it does not have.
4. Not being true to the terms of the endorsement
Claiming that a trader (including his/her commercial
practices) or a product has been approved, endorsed
or authorised by a public or private body when he/she/it
has not, or making such a claim without complying with
the terms of the approval, endorsement or authorisation.

As I mentioned at the start of the post, these arguements are debateable and I would welcome input from other posters especially Ash's dad cyberman19560 -
The BERR advice which says "The following practices are banned outright:" fails to mention that they are criminal offenses under those regulations.
