    This happened to a friend of mine, except he did know it was happening.

    He regularly got summonsed for non-payment of road traffic fines for offences that happened in London. He lived in Lancs and could prove he was working on the day in question. He had to take a lot of time off work to travel to London to deal with these problems. It was obvious that someone had stolen his identity down to his date of birth, full name, and his parents address (where he used to live). Eventually his mother threw a hissy fit over it and wrote to the mayor of london. Not sure what happened though!
    I'm a retired employment solicitor. Hopefully some of my comments might be useful, but they are only my opinion and not intended as legal advice.
