The bad news, as far as I can tell from a quick review, is that this offer has expired (see here for details: https://www.government-grants.co.uk/free-eaga-energy-saving-light-bulbs.shtml).
This isn't too surprising as this is a very old thread (dating from 2005 originally) and the last post before yours dates from March 2011.
Lastly, I assume those are your own contact details in your post? I'd suggest you edit those out as soon as poss - it's not the done thing to put personal details up in public on this forum (it's probably against the rules) as it can compromise your privacy and security.
