It's up to HP as to how much they charge. Microsoft or PC World do dictate the price. It's solely the responsibility of the manufacturer. Every manufacturer will be different so I don't really see how any member of staff would be expected to keep dozens of different pricing schemes in their head. As Microsoft say,For new PC purchases, the upgrade offers will vary by PC manufacturer so please check with them for details
Why do you think special rules should apply to you? It doesn't say to check with your local PC World. They should have done their homework before purchasing and they quite clearly didn't. Passing the blame onto someone else is a very easy thing to do.Northern Ireland club member No 382 :j0 -
The 'free' upgrade to Windows 7 for a qualifying Toshiba laptop is £27.90 inc VAT. And it won't get delivered to me until tomorrow (10th December*), at the earliest. Count the days/weeks since 22 October, just to get the drivers DVD organised... :mad:

PC World and every other retailer doesn't setup ythe P&P costs, that is very correct. The manufacturers are the ones setting the P&P costs.
My wife bought a Vista Laptop from Comet(it was the cheapest deal we could find + 10% off with vouchers we can buy for less than face value

They were advertising free Win7 but there were no mention of extras. I even registered on the Sony site prior to Win7 release to lodge an interest in the 'free' upgrade. It did mention shipping costs but no value. Then when Win7 was released I could then order our upgrade, £20.
I could have argued my point with Comet but it was Sony who were being obstructive so I learnt my lesson for not asking more about the offer.
Back to the point, PC World brief all their staff on how manufacturer offers work, they put updates on their Intranet that all staff can refer too. I can guarantee that there was a table that would have listed the P&P costs for the Free upgrade, by manufacturer. The sales person could easily have checked this and been up front. Which they clearly weren't so they were dishonest in the wording they used. Listen to a car add on the radio, notice how they have to tell you the fine print for special offers.

From the questions that OP asked the PCW staff, he should have been told 'yes it's free, plus postage'. He specifically asked about the cost several times and to not mention the postage cost IS misleading. Depending on how much hassle OP wants he should take the computer & receipts etc back and ask for the £22 to be refunded or just get a refund on the whole computer.
And yes, of course PCW benefits from the £22 upgrade - they've just sold a laptop by not mentioning it!0 -
After buying an HP desktop from Tesco in July I ordered and paid the £21.99 2 weeks ago and recieved the disk the other day.
The whole proccess was through a 3rd party company arvato digital services who are somewhere in europe, payment is in euro so will vary once you pay.
I bought the PC 9 days after the start of the offer and it runs out I believe in Feb 2010 and didnt know I was eligible until I checked.
Dont loose your reciept as you will need to upload this to prove purchase to get the upgrade and then you need to do a bit of work making sure your harware is compatable etc, just follow all the information on the HP website.

I think that you have been misled if PCW claimed it was free but the can wiggle out of it for reasons other posters have said.
I am ok to have got a very good price for my PC and essentialy windows 7 for £22.00, you have to feel sorry for the folks that bought their PC the day before the offer started tho.0 -
They sold the machine on the basis of a free upgrade. £21 is not the end of the world but it isn't free either. It is up to the shop to know what it is selling - if instead of a free Win 7 upgrade they had lied about the memory or cpu there would be absolutely no argument and I for one don't see the difference between those three.To be fair to PC world, the staff may not have even known the exact figures for the shipping/handling.
If this were me I'd take the machine back for a full refund and take my business elsewhere - even if it did cost me to travel there and even in the extremely unlikely event that I couldn't get a better deal elsewhere.0 -

Although, the people ARE getting the software free. The license to use the software is not being paid for, only the shipping/handling.
Let's reverse it - the software cost £21 but shipping/handling was free. Would people complain that the shipping wasnt REALLY free because they had to pay for software.b0 -

But we all know that it does not cost £21 for shipping and handling, so that are making a profit out of this.
If the P&P was £5, people would say 'fair enough, that is a reasonable charge'
But at £21, it is a charge for the software / license under another name, not free.0 -

I'm not advocating HP charging it...hell, even Sony charges less. I'm just pointing out that technically, the software IS free, and shops aren't being misleading. Personally I always mention that there is a shipping and handling fee, because when selling things, I'm precise to the point of annoyance for some customers.
I won't ever let them get away with the notion that their tv or video recorder 'won't work' after the digital switch over, for instance. Some people aren't so thorough.0
