Your post quotes parts of the law that are irrelevant.
This discussion is about the merits of compelling cyclists to use cycle lanes where available. Your post does nothing to address that. There is nothing about cycling on a road that means that one is disregarding the safety of others. I suggest you Google the name of Daniel Cadden.
Cyclists have a right to use the roads. That right cannot, as far as I know, ever be removed - unlike a motorist's licence.

that ones in Bristol,theres a crazy one in Edinburgh but unfortunatly google streetview didnt go down the street to get a good picture
I thought so, I cycle or walk that way to work most days! Funnily enough I have never noticed it, which just goes to show how much use cycle lanes are to me. :rolleyes:0 -
As an all year round bicycle rider I should also point out cycle paths and dual use paths (as opposed to cycle lanes) do not get gritted in cold weather.
As for cycle lanes, when the roads in Yate (Bristol) were recently resurfaced this did not include the cycle lanes on those roads. As a consequence they have deteriorated badly in places.

the answer is no, the cyclist can ride in the middle of the road (lane) at all times, but not to cause delay to other road users.

Absolutely, but I'd further qualify the delay to other road users issue by quoting from the Franklin / Cyclecraft book:
"An important rule of road sharing is that no one should unnecessarily impede the passage of anyone else. However, you are quite justified in restricting the movements of other vehicles where this is important in protecting yourself, and you should not hesitate to do so when necessary."
An example of this might include a cyclist taking a position in the centre of the traffic lane to protect themselves through a road narrowing such as a central refuge.
It's up to each cyclist to decide whether they want to use cycling specific facilities such as a cycle lane (on-road) or cycle path / track (off-road) or not. It would be a mistake though to think that such facilities are necessarily safer than being on-carriageway.0
