If your card has the visa logo on it....approach your bank again and mention you want to apply for VISA CHARGEBACK FOR GOODS NOT RECEIVED. This may only work if your card carries the VISA logo and recently Natwest were changing many maestro and solo accounts over with Visa.
As far as i understand it will only apply to visa credit cards not debit cards (even with the visa log) as debit cards are guaranteed payments not a form of credit

Visa has it's own section 75 style protection, and this applies to under £100 across all their cards, debit included. http://www.moneysavingexpert.com/shopping/section75-protect-your-purchases#debitcard

However, in theory at least, this shouldn't matter as paypal are a middleman, and this innvalidates section 75 protection anyway. That said- I know all this from the other side of the scam fence- buyers getting stuff out of us for nothing :(http://www.moneysavingexpert.com/shopping/section75-protect-your-purchases#exceptions
This is my opinion. There are many others like it but this is mine

I am a professional ebay seller. I work hard at my job, I love my job, if you think it's silly that's your problem not mine. :p

Wouldn't count your chickens just yet As it was an off ebay transaction if there is no money in his paypal account you won't get refunded.

I will be surprised if there is.

It appears the money already has been credited, according to the message. I'm guessing the scammer got greedy, and kept taking payments.
