You may get a fake paypal email shortly then, telling you that he has paid.
Beware, don't trust it if you do, and check your Paypal account.
If it's genuine, payment will be there and all is ok, if not then we know it's dodgy.

why do they do it tho? is it some sort of paypal scam? or do these people have seriously unfulfilling lives and just do it to waste peoples time?
I can assure you that a snipe bid has nothing at all to do with scamming. I buy a lot, and snipe a fair bit, simply as sometimes I forget items are about to end, or I just don't want to be glued to my laptop all the time.

Well, a lot of folks seem to use Goofbays sniper, but i've seen a few reported issues of it failing to do its job correctly.
I use Ezsniper (.com) which seems to work well, and has only failed to operate correctly once, in about 300 snipes.
I'm not too sure how much it costs tbh, I added $20 to it when I started using it and its still got over $15 in credit, as you only pay if you win.

I've sold my phone to the next highest bidder as that other guy made no further contact. He was just wasting my time. What a loser!0
