The buyer can still do a INR, just not SNAD.ALSO I'm not sure if Paypal would actually force you to refund, as it wasn't an ebay sale was it? It was through a craft forum you mentioned? So on that score your money is safe. It's really just whether you decide to do the right thing, they can't force you.
Some of the other point in this thread- items do go missing all the time. I've done quite a few claims in the last year, (some of them are probably sellers who never sent it etc, but not all) and only ever got one of those confirmation forms from RM (and I was tempted to not fill it in because the seller had been a pain, but I'm just not that mean yet)This is my opinion. I've had loads of post from everywhere go missing recently, and one ebay package. But even with all the strikes, if it arrives, it's still been on time.(My personal theory is somewhere someone is incinerating the backlog).
Paypal can do a refund for none ebay purchases as well.0
