    Yes, you can shut down and switch on again. Or restart (without the computer turning itself off): Start - Turn Off Computer - Restart.

    what is plugged into the router?

    It should be NTL box -- Router -- PC
    and NTL box -- Router -- Laptop (wired or wireless)

    I suggest you get everything working wired first, and then sort out wireless.
