I think its best to always speak up!
You never know what is lying behind it, there may be reasons you don't know about. However maybe they have just decided to stop buying and assume that you will stop too without actually broaching the subject and causing any embarrassment.
Personally I would call him up and say that you are busy budgeting for christmas and writing shopping lists and as they didn't buy for your kids last year are you to assume that you are not to buy for his?
Just be brazen about it and talk it through.
It would be a shame to hold some resentment between yourselves over something that you didn't fully understand.You can stand there and agonize........

I don't understand why you didn't say something at the time you gave the presents as you said you got on well with him. I would have said something even if it was in a jokey way - Oi where's ours LOL.0

I think you've made a good decision in buying the kids and not the adults, but it still seems to be bothering you, so I also think you should really talk to your brother about this.
It may be hard, but it is a case of it's been bothering you for months, xmas is approaching and you need to put your mind at ease.0
