No Isle of Mann is counted like the Channel Islands and is chargeable. There is no UK operator presence, only local operator.

The calls have been included by Orange itself at any time in a period of several years up until a conversation I had about 3 months ago, and I'm unaware of any change since, or that CPW runs its own separate billing platform for Orange (no company ever has done)

But to save two of us arguing about it further, I suggest you make a brief trial call and inspect your bill a suitable interval later. And perhaps add a comment about it here.
