no. a case is there whether they have a name or not. please listen to what i am saying.
they CAN and WILL go after an nrp when they get his details. they'll make up some numbers and head off to court to get a LO.

Are you saying they have details of every single PWC on their files? A case open for every single child in the UK whose parents are seperated with or without the NRP's details in the "NRP NAME" box? What happens when residency changes over, over time? Are they aware of all of this somehow? I never said they weren't evil. I was asking are your comments on what the CSA do based on your dislike of them or actual evidence you have/have seen of what you are saying they do.
personal experience, nacsa. the old pc forum, afairercsa, dads uk, press, personal friends.
need i go on? i've read and encountered for myself some true horror stories about them and i am under no illusions of the laws they break and depths they stoop to on a daily basis.
most of their applications for LO's are based on IMA's or figures they have plucked out of the air, so whacking a load onto it to cover when they didn't know the nrp's details is not an uncommon occurence. they don't care, the judge is required to issue it anyway. they abuse the draconian powers they have, yet this regime has deemed it fit to give them more??? beggars belief. they have stopped (at present) giving them the power to issue "in house LO's" though.

yes. the csa are informed and well aware of EVERY case where the pwc is on benefits. the departments are linked.NEVER ARGUE WITH AN IDIOT. THEY'LL DRAG YOU DOWN TO THEIR LEVEL AND BEAT YOU WITH EXPERIENCE.

A PWC does not have to contact the CSA anymore if they are on benefits. This changed last year.

cos that's the date a MEF will be sent out. YOU cant backdate a case.

If a PWC makes a new claim for income support since 2008 they do NOT have to inform the CSA.
Like I said, I have never seen evidence of what you claim happens. I asked the question at the beginning of this thread. I am not willing to pay £50 to find out. If you have evidence of it happening online, freely available and you have the time, please point me in that direction or copy and paste. the debt WILL exist, they just haven't got a name on it yet. wouldn't be the first time an NRP gets the dreaded brown envelope for a bill for £30k for a child they didn't know even existed.
also, i get the feeling that you think the csa will be acting "legally" i can assure you, they wont. they can get a LO without proof of the debt being correct. (unconstitutional, and against the HRA) and incidentally, they are the only ones that can do this.
so, if you admit to owing a tenner, they can and will get a LO for 30k if they want to. they are a law unto themselves and DO NOT under estimate the depths they will stoop to, just to get the figures and their bonus' up.*SIGH*0
