I found it much simpler than that!

When I lost my phone a couple of years ago orange simply cancelled my old sim, (which they checked had not been used after it was lost,) so that it couldn't be used again- sent me a new sim free - reinstated the £40 credit from the lost phone and even accepted that I would use an old unlocked phone my son had in a draw instead of buying a new one of theirs.

The only draw back is that they gave me a new number, but now I think they can give you back your old number!
