Would the seagate work on a usb 1.1 connection? Would it just be slower, or would it lose some functionality?

Not worth the hassle.
You just connect the IDE cable in your new PC to your old HD drive to copy the data across. You don't need to fit the old drive permanently into your new computer, just hang it out the side.
Copy over all the stuff you want into a new folder on your new computer, disconnect the cable and stick the case back on. Should take 15 minutes and save you spending anything.
Alternatively, get an external HDD enclosure off Ebay for about £15, put your old drive inside and connect via USB.0 -

no mention of usb or ethernet,
Believe me slaving your old hardrive is not that difficult at all,
if you are on a network than yes you can transfer across that0 -

I have been recommending external hard drives for a few years now and they just keep getting better and better value for money. If you keep all your data on the external hard disk then it does not matter if and when you buy a new computer .. no need for all this copying, ghosting etc. In general the speed difference between a good USB2 drive and an internal drive is not that much.
PC World currently have a 320Gb USB2 drive for under £100 see here and it is available as collect@store (so you can pick it up on the way home).

OK i may be silly but this website is called ??
and you got an answer of how to transfer and money save at the same time,
the point im trying to make is that for fifteen minutes of work you can save yourself around £50 of expense, now thats advice I would take, admittadley if you are going to use this HDD in the fture than it can be worth it
