I'm using a Dell with XP and OE6. I have a Netgear DG834GT and Norton anti-virus software. Until yesterday, everything was hunky dory.

Now I can't access OE6 it times out with the following message:

A time-out occurred while communicating with the server. Account 'pop3.homecall.co.uk', Server 'pop3.homecall.co.uk', Protocol POP3, Port 110, Secure(SSL) No, Error Number 0x800CCC19

I've found that if I switch off Norton I can receive the messages.

It may be totally unrelated but I have a problen shutting down with a message cc App is being updated ( or similar)

I've only loaded a few applications so it may be easier to do a reformat than get frustrated.

Any ideas what I have accidentally done? Thanks.

  • Try doing a manual Norton Live Update from the Norton control panel. Then turn Norton back on.

  • Can you access your normal webpages through your browser when Norton is switched on? If not, it seems as if Norton hasn't "kicked in" and is blocking your connection. Unplug/re-plug modem and reconnect.

if you turn off the incoming email scanner it will start working , i've see this loads of time before

not sure what the cause is though and it does sometimes sort itself out on an update

    Thanks for the advice.

Flexible Friend - tried update but didn't seem to work

Toxteth_OGrady - followed link, downloaded update but it won't install OE6 update as my version is newer

Flexible Friend - yes I can see webpages and acces webmail I'll unplug modem and try it again

Browntoa - that works to receive emails but I have to disable outgoing ones to send them. Is this safe though as presumably most nasties arrive via email and I'll be unprotected?

    Thanks all

I would be inclined to switch off Outgoing Emails as what happens is that the server is awaiting packets of information and if it gets none within a set amount of time it will terminate the connection, this is however only true with attachments that take longer to be scanned before sending, I would keep incoming scanning set to ON.

Try the following. It will set your outgoing mail format to plain ASCII test and may allow you to re-activate your outgoing mail NAV scan.

In OE select "Tools" then click on "Options..."
    Click on "Send" tab
In the "Mail Sending Format" and "News Sending Format" sections, click on "Plain Text" bullet in both places
In the "Mail Sending Format" section, click on "Plain Text Settings..." button.
In the "Plain Text Settings" window and the Message format section
    Click MIME bullet
Set "Encode text using:" to None.
Uncheck the "Allow 8-bit characters in headers"
Set Automatically wrap text at 72
Check the box in front of "Indent the original text with > when replying or forwarding"
    Click OK
In the "News Sending Format" section, click on "Plain Text Settings..." button.
In the "Plain Text Settings" window and the Message format section
    Click MIME bullet
Set "Encode text using:" to None.
Uncheck the "Allow 8-bit characters in headers"
Set Automatically wrap text at 72
Check the box in front of "Indent the original text with > when replying or forwarding"
    Click OK
While still in the "Send" tab, Uncheck "Reply to messages using the format in which they were sent"
Click on "Apply" and then on "OK".

It is safe to disable scanning of incoming and outgoing email if you have normal anti-virus protection enabled. See Frequently asked questions about Norton AntiVirus Email Scanning, which says:
Is my computer still protected against viruses if I disable Email Scanning?
Disabling Email Scanning does not leave you unprotected against viruses that are distributed as email attachments. Norton AntiVirus Auto-Protect scans incoming files as they are saved to your hard drive, including email and email attachments. Email Scanning is just another layer on top of this. To make sure that Auto-Protect is providing the maximum protection, keep Auto-Protect enabled and run LiveUpdate regularly to ensure that you have the most recent virus definitions.
Email scanning is a redundant layer of protection, wastes resources and causes the sort of errors you're having.
  • I looked on the Internet using Google and this seems to be a common problem.

    2 main points.

    Firstly ............

"Disabling email protection does not leave you vulnerable to viruses and
malicious software in email. It is a separate layer of protection in
addition to Auto-Protect. Auto-Protect scans any incoming files, including
email, as they are saved to your hard drive. As long as you keep your virus
definitions up to date with LiveUpdate, and keep Auto-Protect enabled and
set to scan files as they are created or downloaded, your system is fully
    protected."

    And secondly ..........

    0x800CCC19 - Timeout
This error may be the result of a temporary glitch. try rebooting your system and trying again. If this problem continues, the file' pop3uidl.dbx' that logs which emails have been received may have become corrupt. You can do a search for the file and rename it 'pop3uidl.xxx'. Then reboot your system and try again.

Hope this makes things clearer and helps you.
