    I would guess that generally the Police would be called since it counts as a breach of the CoC section 22 if you refuse to show a ticket when asked, and you are refusing to purchase one, hence attempting to evade the fare. If you refused to give name and address details when asked after refusing to purchase, then the Police would be requested. (In theory anyway)
