Yes, but did they actually give you a PAC code for you to use? My one was 3 letters followed by 6 numbers. And then did you enter that number on the O2 Web site through the Quidco link or hand it over subsequent to your purchase?
They gave me a PAC code and I used it after I got my other sim to transfer number.

That's a new one to me. I can only assume it was because you were on a sim only as PAC codes do not normally apply on the same network. You live and learn every day.

    ^^

If you used a Pac Code it worked because you did it online.

    3 major segments for o2...
    Consumer
    Business
    Online

From my knowledge...you can transfer between these without the need to goto PAYG.

...a pac code is a way of moving providers. It will not work on the same network.
It is no wonder that there is so much confusion regarding MNP with people repeatedly posting incorrect information. (It's not the first time you have posted this).

A PAC can be used to transfer a number whilst remaining on the same network as long as you are changing service provider.

A PAC allows you to do any of the following.
    • Change Network and Service Provider at the same time
    • Remain on the same Network and change Service Provider
    • Change Network and remain with the same Service Provider
All 3 options have been available ever since MNP was intoduced.

    ch3tzy correctly states some examples.
