I emailed Amazon to ask whether the offer applies to preorders and they said:

In regards to your previous question, in order for a purchase to be eligible for the 5.00 GBP Gift Certificate, the order must complete prior to the deadline. Your order is not paid for until we prepare the item for shipping, as it is our policy to not charge the customer until the item is ready to leave our Fulfillment Centre.

So I presume that's a no, unless the preordered item is out soon.

I tried to use my voucher just there but it would not work...it said it was in-valid for this order. By £20+ order that got me the voucher, has yet to be dispatched yet so maybe thats why i can not use it yet....wonder why i have recieved it then??

I received a voucher for an order that has not yet shipped yet and have successfully used the voucher on another order (which as also not yet shipped !).

Yeah, I wasn't very convinced when I read it - didn't make much sense for a start! I've also heard of someone preordering a DS Lite and receiving the £5 off voucher.

I got my order a week ago but I haven't got my voucher yet

I'm still waiting for two vouchers as well. They're supposed to arrive by the 9th so I'll be contacting Amazon if they don't turn up by then.
