As mentioned all the new skim needs is one thinned emulsion, make sure it is Matt though, then it can be coated with whatever you wish.
Make sure the walls in the hall DO have a good wash down with just a sponge and warm water, otherwise you could get pockets of old paste re-acting against your new paint and it will crack. this is only a possibilty but it's best to get the surface as clean as possible, just to make sure.
