They have considered legal action and decided against it.
Just think, if a company thought they had a winnable case they would have taken you to court by now, so it's best to carry on ignoring.0 -

Say 'yes, that's me, I am the registered keeper of that car. Be advised that the alleged debt is denied. Do not contact me again AT ALL, either by phone, text or letter, whether as Roxburghe or whether pretending to be a solicitor called Graham White.
