Lots of practice! I've been wearing kitten heels, around 2" since I was early teens, started getting into 3-4" late teens, and now at 21 can wear 5-6"... although at that height theres usually a platform in them.
**But** The secret really is, walk on your tippy-toes, dont try landing on the heel.
This is particularly the case with the high, thin heels, like the second pair of wittners which were absolute madness learning to walk in. You get to that height and if you walk on your tip-toes, the heel just slides into place
