Well here's what I foundIt is an offence for a person being the driver of a mechanically propelled vehicle and owing to the presence of that vehicle on the road or other such public place an accident having occurred whereby damage or injury was caused did fail to stop and give his name and address and identification marks of the vehicle.
Road Traffic Act 1988 s 170 (2)
Perhaps you can give us a link to the legislation if you think it's an offence not to stop where NO damage or injury occurs.
BTW - there are mitigating factors, like for example feeling physically threatened, although in this case you would be expected to visit a police station and report it at first opportunity.0 -

But if that wording is correct she still has NOT committed an offence.
More through luck than jdugement I agree and she COULD have comitted an offence, but the was NO damage so she did NOT.

There is no offence, other than against decent peoples' morals.
Even if the mitigating factors applied and she felt threatend she would still need to report it as soon as reasonably practicable and in any case with 24 hours.
It such an anoying position to be in, so many people are so rude nowadays.

The OP never said he was injured, no damage, no injury, no reportable accident and therefore nothing to report to the police.
If you don't believe me read the road traffic act.
You can only know if there is damge/injuries by stopping, getting out and checking. The lightest tap can cause damage to bumpers etc, especially if they are painted.0 -

But I have't found a requirement to know, have you? Perhaps you can post up the section of the act for us?So by that logic, if you hit another vehicle and DO cause damage and drive off you have not committed a crime?
If you DO damage or injury and drive off that is an offence.
She didn't do damage so there was no offence.
It's doesn't say that not stopping to check is an offence, does it?0
