Depends on age/make/model, really. A lot of older cars don't have it, and I believe some of the cheaper newer ones don't (but could be wrong).

That in itself was a breach of regulations, by issuing a prohibition order, the police officer/s deemed the vehicle to be unsafe on the road, as such you should not have been allowed to drive it any further, by allowing you to continue they were probably in breach of their own guide lines.

Furthermore the advice given to you to drive with hazard lights on is in breach of guidance in the Highway Code.

I advise you to get legal advice on this.

    This all sounds wrong.

Get some legal advice over this incident.

were they bending the rules to make his life easier, rather than landing him with the cost or a transporter etc

Even if they were, they were well out of order it seems.

If you have a fancy and or expensive car, yes.

all of a sudden this Person really shows his authority on me instead of catching some real criminal.
No doubt you showed him some of this attitude and that's what got you the fine and points?! I can't see how he would give a fine and points if you were quick to apologise, say you did not realise, and had just had them repaired. Since it appears he's done his job wrong though (allowed you to drive on) I would try get him a slap on the wrist ;):);)
