That sounds sensible. Let's face it there are enough spaces for both P&C and BB holders. Its just the sheer ignorance of people misusing them that causes the problems.

I lived in Germany a few years ago.
The supermarkets there have a policy of letting the police give tickets to people who park in disabled bays, so as long as all the British supermarkets implement the same policy, problem solved.
The police are always there picking up shoplifters, so not too much extra work for them, plus all the extra revenue they get, easy money.

Not quite so simple. It would require a change of the law to allow the Police (or local authorities for that matter) to be able to issue fixed penalty notices on what are private lands. Also unlike local authorities who keep revenue from FPNs, any revenue from tickets issued by the police goes to The Ministry of Justice (as opposed to the Home office who have responsibility for the police).
