no i agree it only tells em what you have done not what you might do but hey ho working with 'vunerable' people has the downside of ringing the CRB almost daily to get the bleedin thing hurried.

Dear Sirs (or get name of someone you can complain to),

(If you have an application reference number or similar put it here)

(Then something like...) I am very disappointed with the experience I have had with your organisation. I have had to undergo an enhanced CRB check (I'm guessing this is what it will be) in order to enrol on my **** course at ***** University, and submitted a form to you on (date).

(Then run through what happened when, dates etc, maybe do this in bullet points to make it clear... then state what problems it's causing you, i.e. without your completed check you cannot receive your bursary, and therefore cannot pay for the necessary childcare to allow you to attend your course. And finish with what you want them to do and maybe ask them for a response within so many days, and how you want them to contact you).

Hope that's some help - just state all the facts and exactly what action you want them to take.
