criminal record bureau need the check to ensure i not going to murder people i guess
is this because of the course you're doing? do they reckon that just because someone hasn't got a record they've never done (or are never going to do) anything criminal? Honestly too much store is set in random pieces of paper with opinions on them.

Dear Sirs (or get name of someone you can complain to),
(If you have an application reference number or similar put it here)
(Then something like...) I am very disappointed with the experience I have had with your organisation. I have had to undergo an enhanced CRB check (I'm guessing this is what it will be) in order to enrol on my **** course at ***** University, and submitted a form to you on (date).
(Then run through what happened when, dates etc, maybe do this in bullet points to make it clear... then state what problems it's causing you, i.e. without your completed check you cannot receive your bursary, and therefore cannot pay for the necessary childcare to allow you to attend your course. And finish with what you want them to do and maybe ask them for a response within so many days, and how you want them to contact you).
