Should an ebay item be clean and washed?

Latest update - seller has said they will refund what I have paid and I can bin the item rather than waste more money on return postage but only on condition I do not leave negative feedback. They won't just refund but have made me raise a dispute through paypal (presume this is so they get their fees back) and now say it will take 5-7 days as they don't have enough money in their paypal account. What a pain.
What sort of dispute have they got you to raise? I'm a little confused as they would get there fees if they raised a dispute as NPB (which your not) but if you raise a dispute against them they won't get fees back.0 -
Refund requested 'item substantially not as described'. They didn't have the option of request refund as usual at the side of the item in the drop down boxes as it suggests in the ebay advice section. Presume this is because they haven't activated this.

OP if you manage to get a refund sorted, Argos do a low priced car seat that has good reviews, good for a spare/second car seat if thats all you are after. I looked at one for my mum to keep at her house.
Says from birth to 4 years as its rear and forward facing.

How awful, I would never sell anything in such a filthy condition doesn't matter if you bought it for 99p or £99, if they wanted more money they should have started the price higher, I wonder how some sellers think you will just accept the item in that state and not complain - what did they expect.
