my partner got 3 penalty points in 2002 . I believe this can affect insurance policies? if so how long does it stay on ones licence for? thanks in advance.

They count for 3 years under the "totting-up" rule, and then disappear from your licence after (I think) 4 years (might be 5).
Different insurance companies will usually have different rules regarding points and increases.0 -
They never come off.
They are discounted by anyone else looking at your licence(ie the police) after the five year point.
The points will then remain on your licence for ever UNLESS you return your licence to the DVLA and request that they be removed.(Of course there is a fee involved for this -£19 )0 -
