So basically it's like a contract then

It's not like a contract. A contract means you have to pay x pounds per month for so many months. This is entirely optional-as long as you top up by £10 in a month then you get unlimited free texts the next month. If you don't, no free texts. So you can opt in and out each month as you wish.
Sounds like just a cynical way of encouraging low users to spend more on calls, in order to get more free texts that they can use anyway.
I'd also bet that there's a 'fair usage' clause lurking somewhere in the small print-someone was complaining in another post that he was offered 'unlimited texts', which turned out to be limited by a fair use clause to 'only' 4,000 a month!No free lunch, and no free laptop
