anyone know EU law on keeping pets in flats?

I am aware that in France (could be other EU countries too) it is against the law to prevent anyone from owning and keeping a companion animal in a flat, whether owned or (long-term) rented. It is deemed that someone who lives in an apartment should have the same right as someone who can live in a house and that it is their basic human right to keep a pet or pets as company.

However with this right comes the responsibility not to cause nuisance and regulations are strictly enforced - eg dogs not to bark all day/night, to be kept on lease in common areas, clean up after pets, no aggression shown to other residents, no extraordinary number of pets kept, no dangerous pets etc.

We are drawing up new leases for our freehold co and there is disagreement between pet lovers and non pet lovers in the building on whether pets should be allowed or banned.

Does anyone know if there is anything under EU law providing for responsible pet ownership?

    Over to the Old Style Board with them. They'd have them jointed, then frozen - and later mixed with lentils to turn into a tasty stew that feeds 12 for just £1.50.

  • In my experience, even where it is against regulations people do keep pets as the laws for the block are not enforced.

    The welfare of the pets is important too. I have seen a few cats kept in flats even though this is not permitted in theory, it seems a pity that they can't go outside. I have also seen a large dog in in a small flat, which seems unfair to the dog, even though it was taken out for regular walks.

    RENTING? Have you checked to see that your landlord has permission from their mortgage lender to rent the property? If not, you could be thrown out with very little notice.

    Are snakes allowed? Cos in a flat, once escaped you may not see them until you hear the screams of Mrs Miggins 2 floors down!

    There was an article written on that by a top dog trainer. He noted that those dogs that lived in flats often had more exercise than those who had gardens. Flat owners had to take their dogs out for exercise, whereas those with gardens often only took their dogs out for a walk once a day. It is more interesting for a dog to be out on a walks than stuck in the same old garden.

    My dog snoozes all day anyway so although he has plenty of internal space he just wants his duvet space (although he does like to go balckberry picking at the bottom of our garden sometimes), different story when I take him swimming, cycling and walking of course.
