Just had an email back, they are investigating!
Will keep you posted....If it looks like a duck, and quacks like a duck, we have at least to consider the possibility that we have a small aquatic bird of the family anatidae on our hands

I am afraid you are mistaken. I have yet to observe a single example of a Private Parking company that operates within the applicable regulations and statutes.

I was refering to the PPC's point of view. They don't think these regulations apply to them i.e. there are no regulations in their eyes...If it looks like a duck, and quacks like a duck, we have at least to consider the possibility that we have a small aquatic bird of the family anatidae on our hands
