I cannot state clearly enough that what you have posted is utterly wrong.
Those bits in bold about signing on and capital are just made up. You can put rolling smileys in, but I think you're making yourself look a bit of a joke doing that.
You clearly have no real experience of HB. They don't give 2 hoots how many hours someone works other than to apply the means test element.
I suspect (well, actually I know) that I have considerably more experience of HB and benefits in general than you do, and can therefore speak from experience rather than un-informed speculation as you seem to be doing.
Im going by my experience when i claimed LHA and jsa back nearer the start of the year.
The benefits officer where i live wont pay you ANY LHA unless you are unemployed but actively seeking work through signing on/disabled/working but on low income and actively seeking higher income.
It may be different in cheaper areas of the country where they are so used to 1 in 4 houses not having anyone work ever that they dont actually look at each case indvidually,
but when you go to some places like where i live it just doesn't work like that.
I also seriously recommend that you look at the Conservatives benefits reform plans, which they are going implement within WEEKS of when they take power in a few months from now.
*EVERY person on any sort of disablity benefit is going to have to go into a medical centre and will be reassessed to see if they still need to keep getting the benefit as a last resort,
or if theres any way at all they can do ANY sort of work.
(And the ones who cam physically do work will lose their benefit instantly,
and so will be forced to either work, or find a way of living without any money).
*There will be a clear connection between the housing benefits service and the job seekers service,
with EVERY person on jobseekers having to do some form of unpaid voluntary work after a certain number of weeks,
and with there being NO WAY of someone being able to claim housing benefit because they are unemployed with no income,
but then not have to also be actively seeking work.
So this loophole which mat be open in some areas of the country will be fully closed.
*People who are only working partime, NOT actively seeking to increase that to fulltime, BUT claimining beneifts still due to this low income through these low hours which they have chosen,
will also have sanctions brought against them, resulting in loss of benefits,
UNLESS they start to actively-seek to look for fulltime work so that they can support themself.
Your views about the system are totally irrelevant as YOU are not in power and the one who controles the system,
the conservatives are the ones going into power and so their views and plans are the ONLY ones that actually mean anything.
And if you read their books and publications about reforms to the benefits system (few hundred pages long of reading though),
you will see that they themself say that ''THE BENEFITS SYSTEM IS THERE AS TEMPORARY SUPPORT AS A LAST RESORT TO PEOPLE WHO NEED IT FOR SHORT THEM SUPPORT, UNTILL THEY MANAGE TO GET BACK TO THE STAGE WHERE THEY CAN SUPPORT THEMSELF''.
(They are planning to make a clear distinguishment between disability related benefits, and, low income due to lack hours/unemployment).
But the changes that they are going to make is the biggest shakeup to the benefits system in over 50years,
and is going to make it EXTREMELY difficult for anyone to opt to only work partime or not at all,
(when their body is physcially capable of fulltime work),
and yet still claim benefits money.
ALthough im going to reduce my hours at my work till they get in to just enough hours so that i make more with the extra housing-benefits payment,
then i would if i worked those extra hours and paid tax/travel expenses on them.0
