Expensive welsh water bill

My girlfriend and I have just moved in to a 1 bedroom studio flat. We have just had the water bill for the next 12 months. Its £466! this is apparently on an 'assessed measured charge' and next to it it sais 'average use - occupancy 3'
In reality my girlfriend will not be here for the next 6-12 months so it will be only 1 and we dont have a washing machine or dishwasher. Would telling the water company this make it any cheaper?
Im guessing fitting a water meter would be of benefit but its a rented flat so I doubt the letting agency would approve.
£466 for a one bedroom studio flat seems expensive!

I'd say it's a lot expensive... Have you approached the letting agency about asking for a water meter to be fitted?

Alternatively then contact the water company and say there will only be 1 occupant (if that is what there will be) and get them to change the bill accordingly.

I've found a document on their website defining their charges. I've just phoned them up and completed an occupancy 'review' so I should now be changed from 3 + occupancy to 1 and hopefully change from average to low usage as we dont have a dishwasher or washing machine. Bill should drop to £250 from 466!
Apparently we are on this tarrif as a water meter not possible.
