    My understanding is that if a CC company raise the rate these days, they have to give you the choice of allowing the rate rise and keeping the card active OR rejecting the rise and effectively deactivating the account. If you will have no need of further credit from them, tell them you wish to keep your current rate and lose the card. Ironically, sometimes a company will keep the current rate and allow the card to remain active if you phone to complain and cancel.
