I have to second the body shop eye definers - they give great coverage in gorgeous colours.
And currently you get two eye definers free with every copy of instyle which is £3.50 (about a quarter of the price of the two pencils with it) they have black/silver, black/blue and black/emerald green.
I'm currently collecting them this way as they are a little out of my price range normally and this makes them £1.75 each (Probably cheaper than both collection 2000 and Miss Sporty).The "Bloodlust" Clique - Morally equal to all. I second the advice about not skimping on foundation. Don't think you have to spend the earth either, but get a good one that suits your skin.

Good brushes are also a must. Lip and eye colours - just get cheap and cheerful unless you really really fall in love with something.

I am in York so there isn't a huge number of department stores or make-up counters, but there are enough for a bag full of samples!
I have got a really good set of make-up brushes that I got for Xmas about four years ago. I have loked after them really well and they are still as good as new!
I always get high-end high street eye make-up (like £7 per bottle kind of price range) but only when its on sale or free with a magazine... I don't think I have paid full price for any eye make-up in my life! :T'I can't deny the British influence on my accent and mannerisms, but I don't know the British national anthem, I didn't weep for Princess Diana and I always cheer when Britain loses at sport. That's how British I am' Constantine-Simms. :T

Bonus time is a always a good time to visit beauty counters. Clinique and No7 do some lovely goodies.
Another really good one is the Estee Lauder makeup artist collection which they do in Autumn. You pay £45 with a fragrance purchase for £££'s worth of makeup in a gorgeous case plus brushes. I got one last year after treating a relative to some perfume and the colours were really lovely and its packed full of stuff. The last one I had lasted quite a few years before I decided to get a new one.0
