That is most definitely evidence..I had a call from my landlord's agent today.
They are sending me notice for being 3 months in arrears :$
I guess that counts as evidence of hardship??
Luckilly my landlord (HRH Prince Charles) is quite understanding and - this time - I will be able to make up the arrears, but in future? I don't know.0
