... and before you add "Don't you have anything better to do?" let me add that it's because of people like you (who get charges and take no responsability - this scenario could have easily been prevented) that people like me (who have never had a charge because I manage my money) will probably soon have to pay for having bank accounts and debits cards like in many other countries.
In other words, you want to use the Banks services, but want somebody else to pay the costs.

my partner had a account with halifax and went 6p overdrawn and when they said they would cancel the charge they didnt and even after months of being told it would be sorted - on the phone and in branch it never was....its ended up with us getting harrased by the bank and because somebody did not take the original charge off we ended up with £274 in charges and before anybody said you should have dealt with it....we did and each time was told it was sorted and it wasnt.
closing the account took 4 different times in branch of being told it had been before somebody actually sorted it....and they owed us 10p - op you have my sympathy you really do...my oh has stuck with lloyds and so have i.

By paying the charges he is paying for your bank account with the "free if in credit model". You should be thanking him for that ;)

No, I can pay my own way thanks. I have been fleeced by a Bank once (Well I would have if I had paid the extortionate charges!), and would not wish it on anybody else. If paying a small charge can save others from what I went through, it will be excellent value.
Well actually, I'd rather that RBS stopped paying the scumbags who got the Bank into this mess, they could then afford to reduce charges!

Can I check which scumbags you are talking about cos I have a number of former RBS Group execs in mind, am I close?

Could it be that the reason RBS could not let the 39p go is that the group Lloyds RBS needed to offset the subsequent charges against an estimated £17.7 billion of property write downs.
The actual reason they did not let the 39p go is because they can make money from this. They will persist until are told that that this level of debt is so close to zero that it is not worth notifying the debtor of its existence. A stamp and envelope would cost more.
I have closed many accounts in my time and have always done so with a positive balance. I request the excess, however small, be donated to a charity of the banks choice. Everyone feels good at this outcome.

I don't think that you are a million miles away.
"Hello Mr Goodwin, your ineptitude would have brought down this Bank had that nice Mr Brown not given us billions. In recognition of this, please retire early, and have a few million extra in your pension pot." Any other staff member doing that would be sacked, and probably prosecuted.
