i know nout about bikes and wont pretend to but surely if the rocker cover was taken off there would be no need to replace the bolts unless they were worn or showing signs of wear? As you said it was stored outside which is why the bolts may have started to rust??
With regards to the brakes if you only asked for a service and a check to find the running fault why would the brakes of been checked?? Yes a good garage would have given the whole bike a quick going over to look for any recommendations, but they aren't obliged to look at things you havent asked to be looked at?
Also was the oil drained and checked to see if it had been replaced? it would still be fairly new i guess if you took straight to another garage, that would add extra proof if you needed it.
Also with cars anyway if i have ever had to have parts such as bolts replaced they are normally listed on the invoice, not normally charged for but still recorded.
Dont know what else to suggest but i do think for £150 taking them to the small claims court could end up costing you more than its worth should you loose.
