    Maybe the bag does not belong to your neighbour? She maybe thinks the smelly bag is yours and is waiting for you to move it?, I hope the note clears everything up.

    put a letter through her door, appologise for having do do it by letter but explain you have not managed to catch her in. Then tell her that the bag is causing a nuisence and ask her to move it and to keep the passageway clear in future, tell her that this sort of thing could attract rats.

    If it hasn't gone within 48 hours then call the management company and complain to them, and ask them whether she owns or rents, if she rents get the details of her landlord so you can complain.
