    This means to me someone was waitng to cross and he was given the points for failing to accord precedence, an offence in itself.
    This only applies if the pedestrian is on the carriageway within the limits of the crossing.

    Interesting. I have attended a court case where someone got killed on a crossing because they stepped out too late. The driver was awarded all costs and got no points. The highway code is advice NOT law.
    The studs marking the entry for the car zone (and the start of the zig zag lines) are at the breaking distance for the speed limit of that road. The pedestrian zone is the step off the kerb. The theory is that you should be able to brake and stop if someone steps out, but only if they step out BEFORE you cross the studs. Whoever enters the zone 1st has the right of way. By law you don't have to stop if the pedestrian steps out AFTER youve crossed the studs and an accident in such circumstances (as per my court attendance) is the fault of the pedestrian. If you are telling the truth, then because no one stepped out, you never broke the law. A standard advance question i ask is 'who has the right of way at a zebra crossing'. Answer... whoever enters the zone 1st. I would fail anyone who said 'the pedestrian'.
    When asked by the police 'why didn't you stop', you should have said that you made a concious decision that because they never stepped out, they must have been waiting for you to pass, and did so safely with right of way. If you said that you didn't stop because you never saw them, then you should have got more points!

    Wrong, someone needs to be on the crossing for it be an offence, the OP was nicked for failure to stop, so there must have been some poor soul actually on the crossing.

    Either that or the police officer doesn't know the law properly. I wouldn't be surprised.

    Fixed Penalties as issued by the Police. No magistrates involved unless he pleads not guilty or ignores the FPN.
    Always try to be at least half the person your dog thinks you are!
