OP, it is time to get some balls.
Make list of all the things that you need to resolve and agree the list with your wife. Then the three of you need to sit down and clear the air. Any agression of bullying is out of order and a Court may grant a restraining order if necessary. You are in the right.
It is perfectly reasonable to give your B-I-L notice to leave providing he is not named on the tenancy agreement. Making him do so against his will may be difficult. Be strong and calm and tell him he needs to find alternative accommodation. Maybe the landlady can help.
Ultimately, you do not owe your B-I-L anything. Least of all free board and lodgings!
Talk to your wife and agree a course of action.

I would
a) get out of there as soon as possible, the rent of a nice 1 bed flat will be cheaper than a scabby 2 bed one
b) report this to your local council housing department in case anyone tries to get council assistance with the depsit/ rent then the council can warn them that the flat is no good. I did this with my flat which was so damp my furniture disintegrated and the landlord left me with no windowsills and half a wall and a broken RSJ holding up the flat upstairs when i moved and now they have the address on record and warn all potential HB tenants that the landlord is shocking maintenance wise and about the damp.
c) ask your BIL to leave and request the police to be present (they WILL do this if you think he will attack you) and then they will have on file that you don't want him thereMum of several with a twisted sense of humour and a laundry obsession

im sorry but i find all this very hard to believe why not apply for a crisis loan if situation is that bad
and you say your brother in law lives there too demand he pays rent no matter how big he is or get him to earn his food by him doing the garden
you say youve stopped him eating if he dies i hope your conscience can take it and as for putting your furniture in the garden thats jsut silly
