Why did the council tell you to put the wooden stuff in the garden?
Bed bugs live in fabrics and are killed by heat (I know this from working in hostels in Australia) so if anything you would have been better putting all of the mattresses, sofa, curtains and your clothes in the garden; although I'm not actually sure what putting everything in the garden would achieve as we just don't have the hot weather in this country in order for it to do any good.
Have you been bitten? Who has confirmed that you have bedbugs? Is it your furniture or the landladys? If you do actually have them the mattresses will need to be professionally treated. I'm sure someone with more rental experience will be able to tell you who is responsible for this.
Is your brother-in-law named on the lease? If he is unemployed how is he working at the pub?
Council Pest Control confirmed bedbugs, we had 5 treatments as I was severely bitten and was also allergic to them so a swelled up very badly.
Council said they live in the nooks and crannys of wooden furniture, and when he spayed thats where they came out from.
It cannot be proved if they was in the home prior to us moving but we had no problems in our previous home, and i have pictures of my swelling just 3 weeks after moving in.
Also when we moved in the home was being treated for fleas from the previous tennant.0 -

I just manage to get the tesco stuff but him not paying is making it hard, especially when he goes out and we are selling everything to make ends meet.
im sorry but i find all this very hard to believe why not apply for a crisis loan if situation is that bad
and you say your brother in law lives there too demand he pays rent no matter how big he is or get him to earn his food by him doing the garden

basically ive had run ins ie arguments with my landlords partner, he is just as bad, and as my brother in law works at the pub (CASH IN HAND) they seem to agree we are treating him badly.
1. Since we got married he has lived with us
2. He got the spare room over my son, we built a room into ours so my son actually had a room.
3. He could come and go as he pleases
4. Use anything in the home and eat anything
5. Paid just £40 per week
The only snag was when he and my wife lost there jobs
He doenst pay - my wife helps out with her dole
He Sleeps all day and gos out all night - we stay in
I dont think its unreasonable that my main concern is my wife and child, NOT My brother in law who is 23 and capable if dossing somewhere, even his dad offered but he refused to move coz it was 8 miles away and getting to the pub was a ball ache0 -

But his brother in law lives there rent free and goes out every weekend! He could afford to chip in for food, why should the OP foot the bill? I think it's nice enough that they are putting a roof over his head! How much does a loaf of bread and 7 tins of beans cost? Less than 2 pints of beer I would say. What an awful thing for you to say to someone, if he can afford to go out then the OP should not be funding him.

Brother in law is either earning or shoud be paying benefit. Either way he would probably be entitled to housing benefit / LHA. So give him a lodging agreement and get him to pay rent. (unless you have no right to sublet).
You seem to be earning, but if you are not earning enough to pay all the bills and food then you need to check your own benefit entitlement. Is your wife eligible for contribution based job seekers allowance? if your wife doesn't have children then she should be looking for any job she can get.
Now for the home. There are bugs and you seem to have had a falling out with your landlord and money is tight. could you afford cheaper accommodation? Without your brother in law. Kids are resiliant, sleeping in a sleeping bag on the settee on the odd weekend won't do your son any harm.I'm a Forum Ambassador on the housing, mortgages & student money saving boards.
