Paypal are holding my money and won't release it how can i sue?

Paypal limited my account and won't release the money in my account.

I have sent loads of emails to several different Paypal email addresses, I even sent a letter to their UK Address at Whittaker House in Richmond giving them 7 days notice before i take legal action but no reply from them.

I keep getting emails from Paypal saying that they wish to end our relationship but they refuse to release my money and say they will hold it for 180 days.

My account is Verified yet they still keep asking me to send more I.D and Proof Of Address which i won't do as I have already confirmed my identity and address.

They are holding almost £200 of my money.

Where's the best place to write to to give them notice before Court action?

Also what is the best address to send Court Paper's too?

I have also sent letters by recorded delivery to Luxembourg, I have spent a lot of time and money on this matter and have not got anywhere.

Can anyone help please?

    Yes i have, I've tried most things that I have seen on there, I really want to know their main addresses or where is the best place to give them notice before Court Action, Or where to send Court Papers to.

    I want to show them that i am not messing around and will take this matter as far as possible until they release my money.

    I have sent a letter to Paypal (UK), Whittaker House, Richmond, Surrey, TW9 1EH.

    Also I have sent letters to their Luxembourg address Paypal Europe S.A.R.L & CIE, S.C.A, 5th Floor, 22-24 Boulevard Royal, L-2449 Luxembourg.

    You what? I came here for help because paypal are wrongfully holding my money and you accuse me of trolling? Ridiculous.

    Paypal does suck hence my name, As far as i am concerned holding people's money could be classed as theft!

    Have they told you why they are holding it? & how long have they had it on hold for so far? From what I've seen on some threads (there's one just now about a hold on £700ish) it's not unusual for them to hold money for 180 days, as annoying and inconvenient as it is!

    Have they told you why they are holding it? & how long have they had it on hold for so far? From what I've seen on some threads (there's one just now about a hold on £700ish) it's not unusual for them to hold money for 180 days, as annoying and inconvenient as it is!
    Apparently my account had high risk or suspicious activity on it which it never has had, I believe this is one of their most common excuses to freeze someone's account.

    Also they have been holding it for 4 weeks so far, It was the 5th June when they limited it.

    I won't be waiting 180 days for them to release my money that's for sure.

    I have already given them 7 days notice in writing, I think I will do a harsher letter demanding my money back and i will send it first thing monday morning and give them 7 further days to pay up or be taken to court.

    This is the email that i am going to send Paypal on monday morning, does it sound ok?

    Dear Sir/Madam,

    I am disappointed that I am remain unable to access my funds in my Paypal Account.

    Furthermore I am alarmed that you claim that you had to freeze money in my Paypal Account due to high risk or suspicious activity, Could you provide documented legal evidence that you can hold my funds for this reason, Or better still can you provide evidence that there was high risk or suspicious activity on my account.

    I require my funds to be released within 7 days or a valid legal reason that prevents you from doing so be presented to me in writing.

    If you ignore this notice or reply in any other way than to comply with the above I will commence legal proceedings without further notice, at which time court cost's, legal expenses and interest will be added to the amount being held in my account by you against my will.
