Different companies ask the question differently, but they will define what they mean if they use the word "claim".
eg RAC ask "Any motor accidents or claims in the last 5 years?*
The * shows this:This should include all motor-related incidents and claims made by or against you, irrespective of fault.0 -
Here is a Norwich Union / Aviva question from their proposal form
30.Loss History
Have you or any of the drivers had an accident or suffered damage,
fire or theft losses involving a motor vehicle in the past three years?
Note they do not refer to claims they refer to have you HAD AN ACCIDENT or SUFFERED DAMAGE involving a motor vehicle. It does not specify claim on purpose as it is asking whether you have had any accidents / damage irrespective of whether you claimed or not0 -
And even if they don’t ask specifically isn’t there a catch all requirement to disclose anything which is relevant?0

Vaio Insurers do ask you request any other "Material Facts" however in relation to claims the Ombudsman may say if their question asks for claims rather than incidents, damage or accidents then he may side with the policyholder0

Yep, and on the other hand he may say the opposite.
Not really a gamble I’d want to take

The ombudsman tends to side with the customer, if an Insurers question does not gather the answer they want as its not specific enough.
But I would agree, with an Insurer it is always best to be totally honest0
