I would imagine if its a lease car, then the neighbour has taken it back to the dealership to repair and to get it done right, without impacting paint warranty etc.
Why should the neighbour risk getting it done 'cheap' when it might be picked up on by the lease company at the end of the lease.
I've got to agree with this. I have a mercedes and if someone did this to my car, I would take it to the mercedes dealership to be repaired, not some high street garage, or back street garage who could do it cheaper.
After all, at the end of the lease, you neighbour has to hand the car back, and if it hasn't been repaied to their standard, it will cost her.

My 10 year old daughter was out on her bicycle 2 days ago and caught her trousers in the chain of her bike and fell into the neighbours car!.
Does anybody know the law regarding a minor involved in an accident ??- Fit a chain guard and/or make the child wear trouser clips
- Use protection to prevent another child
- Tell the neighbour to sod off and get some quotes yourself
- Punish your child by feeding her mushrooms and plum tomatoes for 12 weeks

If you have household contents then it will be covered under the personal liability section.
If not, you will need to deal with it yourself. I don't think a claim would succeed though, your neighbour would need to prove negligence.0
